近年来,美国稳定的向世界出口大量棉花,在国际市场上拥有强有力的竞争能力。全面的研究美国的棉花产业,借鉴棉花出口大国美国的经验,对我国提高棉花产业实力,增强自身的出口实力具有重要意义。

国内学者在对美国棉花产业进行了大量的研究。从目前的研究成果来看,国内实证分析主要集中在对我国棉花出口竞争力的研究[1-2]和补贴政策模拟模型研究[3-4]。而从美国棉花出口影响因素这个角度来进行的实证研究到目前为止数量仍较少。本文以美国棉花出口贸易为研究对象,采用引力模型以实证的方法分析探讨美国棉花出口的具体影响因素。

1 美国棉花产业贸易现状

1.1 棉花生产大国

2012年美国的棉花产量为1731万包,每包重480磅,约占全球总产量10%,是全球棉花生产大国。美国棉花生产稳定,包括种植面积稳定且不受国际价格的影响。美国棉花生产有如下特点:

(1)农户种植规模大。美国东起大西洋西岸,西到太平洋东岸横贯美国南部17个州均可种植棉花,统称为“棉花带”。以农场为单位,每个农场平均植棉面积达到120公顷;(2)机械化程度高。棉花生产的各个环节基本采取机械化作业。机械化作业不仅提高了棉花的生产效率,同时降低了棉花的种植成本,使美国棉花有较强的竞争优势[5];(3)政府对棉花实行高补贴政策。美国的棉花补贴政策涉及棉花从生产到销售的各个环节,在稳定棉花生产、扩大棉花出口方面发挥了主导作用。

1.2 棉花出口大国

美国棉花以出口为主,占世界总出口量的30%以上,而国内消费相对较少。从具体数据来看,1995至2006年,美国的棉花消费占生产的比例从59.48%下降至22.91%,而出口的比例却在不断上升。

美国最主要的棉花出口国依次分别为中国、墨西哥、日本、土耳其等。不同年份之间美国向各个国家的棉花出口存在大幅波动。1997-2002年中国向美国进口棉花从美国出口总量的14.7%降至3.9%,但美国棉花出口总值一直呈上升趋势。1997年美国棉花的出口总值为39.6亿美元,2007年美国棉花出口增长近一倍,达到63.7亿美元。2012年美国棉花出口总值持续增长 至82.9亿美元。

1.3 棉花补贴大国

美国的棉花产业长期受到政府给予生产和出口方面的大量补贴,2002至2012年平均每年的补贴额度达到了8.3亿美元。而据美国农业部成本收益资料显示,2002、2005和2006年生产净收益都为负值。这说明美国在棉花产业施行的巨额补贴是其在世界棉花贸易中获得竞争地位的主要因素。

美国颁布的《2014年农业法案》采用棉花保险保费补贴等市场化的政策手段对棉农进行保障。2014年法案不仅加大了对原有作物保险支付和农作物保险保费补贴的投入,还新增了STAX叠加收入保护计划。新农业法案代表了棉花保护方面的一个重大转变。保险产品在提供保护方面扮演了更大角色。

国内综合支持量AMS指标是根据世界贸易组织WTO所定义的农业支持水平的核心指标。通常用于衡量政府用于支持一部门的投入和货币价值。由于美国的棉花补贴逐渐“绿箱”化,2008年后棉花的国内支持量AMS迅速从11.29亿美元降至1.48亿美元,但是随着农业保险保障能力的增加,美国棉花的补贴金额正呈逐渐恢复的上升趋势,2012年达到6.48亿美元。

2 模型及样本选取

从理论上来看,影响美国棉花出口的因素有很多。本文选取人均收入、汇率、双方人口、是否加入WTO、国内综合支持量AMS等进行分析。模型选取近年来广泛应用的且较为成熟的贸易引力模型,并进行适当的调整,以使模型更具适应性。

2.1 引力模型

贸易引力模型一般以对数线性的形式呈现,本文所采用的调整后的引力模型为:

公式中, xij是美国i向其它国家和地区j的出口值,Ni 、Nj代表美国和其它国家地区的人口,Dij代表双方的距离,Ai为美国国内综合支持量。u为误差项,β0为常数,(βi=1,2,3,4,5,6,7,8)为待估参数。

在解释变量的选择上,本文采取了人均GDP,而非GDP主要考虑到GDP和人均GDP和人口变量的共线性。

2.2 样本选择和资料来源

本文以美国棉花的贸易数据进行分析,因变量Xij的数据来自联合国品贸易统计数据库。以1996年《商品名称及编码协调制度》(HS)编码确定,棉花52。本文选取了澳大利亚、孟加拉国、巴西、加拿大、中国等22个美国棉花主要出口国家和地区作为研究对象。美国向这22个国家和地区的棉花出口值占美国棉花出口总值的90%以上。考虑到数据的可得性,使用stata12.0软件,采用1997-2012年美国向22个主要国家和地区出口棉花的面板数据进行实证分析。

美元汇率Exc,汇率通过乳制品出口价格进而影响贸易量,以美元和贸易伙伴的有效汇率表示,采用年数据平均值,以2005年为基准。收入和人口反映对棉花需求能力,美国和贸易伙伴国的人均收入及贸易双方的人口数量均来源于世界银行。棉花的补贴和保险保障越多,容易在贸易上处于优势地位,美国国内支持总量Ai,数据来源于世界贸易组织数据库。由于补贴通常在棉花一个生产周期结束后进行,为反映补贴的真实效用本文采用滞后一期的国内综合支持量数据进行研究。虚拟变量wto,当贸易伙伴均为WTO成员国时,取值1;反之,取值0。双方距离Dij,距离越远,运输成本越高,语言、文化上的差异越大,越不利于贸易。双方距离由贸易双方首都的距离表示。美国棉花产量越大,出口能力会增加,美国棉花总产量Qi,数据来源于美国农业部数据库。

3 模型检验结果及分析

本文选择的面板数据为短面板数据,对模型参数估计方法的选择主要涉及混合回归与有个体影响的变截距模型的识别,本文采用F检验。如表1所示,F值为90.22,P值为0,故拒绝模型为混合模型的原假设。

如表2所示,Hausman检验拒绝了正式模型为随机效应模型的原假设,应建立个体固定效应模型。

方程检验结果R2值为0.39,F值为90.57,P值为0,方程整体的拟合度较好。从回归结果看来 ,各变量系数与预期相符,变量Exc,wto, Vgdpj,Ai均达到了1%的显著性水平,变量Nj达到了5%的显著性水平。美国棉花产量Qi和美国人均收入并不显著。

进一步分析表3可得:第一,进口国人口变量不显著,而美国人口变量显著性达5%,符号为负。这可能是因为美国人口越多,自身消耗的棉花产量越高,导致出口的棉花总量降低;第二,美元对进口国汇率通过1%显著性检验,汇率每下降1%,美国棉花出口增加0.803%。汇率下降,使得美国棉花价格相对降低,出口增加;第三,美国的国内综合支持量对美国棉花的出口起到了重要作用,同时这一变量在方程的显著性水平达到1%。结果表明美国国内综合支持量每增加1%,美国棉花出口总值将增长0.15%。一种可能的解释是美国通过保障全面和政府大力支持的棉花补贴政策避免了价格波动给棉农带来的损失,保证了美国棉花能以较低价格和充足的数量向全世界输出;第四,人均收入变量回归系数符号和预期一致,并且显著性达1%。进口国收入的增长对进口有正向的影响。这可能是因为进口国大多为发展中国家,对棉花的需求会随着收入的提高而增加;第五,WTO成员资格系数为正,表明加入WTO组织使得双方贸易更为频繁,贸易流量增加;第六,美国和棉花进口国首都之间的距离,由于和其它变量存在共线性,在方程中被剔除。

4 结论与建议

凡事不打无准备之仗,首先要仔细阅读招聘方的招聘广告内容,大部分知名外企都会以外文形式刊登招聘广告,如果连招聘广告的内容都阅读不明白的话,那肯定就不用去参加应聘了。招聘广告的内容一般包括“企业简介”、“招聘职位要求”以及“岗位职责”等相关信息,了解应聘职位需要哪些素质。仔细阅读后将这些内容记住,在面试时很有可能派上用场。

受调查者在经过一年的以教材为本的口语学习之后,本文对其现状进行了了解。在被问及“课堂活动参与是否积极”时,有48.53%的受调查者表示“不太积极”,41.18%的受调查者表示“一般”,5.88%的受调查者表示“非常积极”,4.41%的受调查者表示“非常不积极”;在被问及“课外是否有自己的学习方法”时,85.29%的受调查者选择“否”,只有14.71%的受调查者选择“是”;在被问及“是否满意现在的口语水平”时,42.65%的受调查者表示“不太满意”,32.35%的受调查者表示“非常不满意”,25%的受调查者表示“一般”,没有人选择“非常满意”。由此可以看出,大部分同学参加课堂活动不积极,课外没有适合自己的学习方法,并且对自身的口语水平不太满意或者非常不满意。因此,我们认为,要切实提高英语口语教学效果,提高大学生口语水平,必须要了解大学生需要什么,社会对大学生有什么要求,才能有针对性地进行教学。

(二)受调查学生对英语口语的需求分析

在被问及“是否希望提高口语水平”时,91.18%的受调查者表示“非常希望”,在被问及“希望达到的口语水平”时,61.42%的受调查者选择“能够自如地用英语与他人交流”,24.29%的受调查者选择“能够与外国人无障碍地交流”,还有12.86%的受调查者选择“能够应付课堂提问和口语测试”。在分析受调查者学习英语口语的原因时,35.96%的受调查者表示“有利于以后找工作需要英语面试,满足就业需要”,25.84%的受调查者表示“说一口流利的英语能给我带来满足感和成就感”,24.72%的受调查者表示想“通过提高口语能力来提高英语听、读、写能力”,还有7.87%的受调查者表示学英语口语只是为了“通过口语期末考试”。在被问及“最希望从口语课堂中学到什么”时,38.71%的受调查者表示希望“纠正发音”,34.41%的受调查者表示希望“学习常用的英语句型”,21.51%的受调查者表示希望“增加词汇量”。在学习困难方面,有29.79%的受调查者表示口语学习的最大障碍是“词汇量小”,26.60%的受调查者表示最大障碍是“没有使用、练习英语的环境”,另外,有24.47%的受调查者选择“发音不准”,17.02%的受调查者表示“没有勇气开口”是口语学习的最大障碍。

(三)教学单位和社会企业对大学生英语口语的需求

通过了解,本文发现江西财经大学现代经济管理学院对受调查者的英语口语需求不明确。因为学院衡量大学生的英语水平主要是依据全国大学英语四、六级的通过率,而很少提及对口语水平的要求。对于英语角,也因为各种原因,并无很多人问津。关于社会企业对大学生英语口语需求,本文与学院应届毕业生有过交流。交流的对象主要是在工作或实习期间应用到英语的应届毕业生。经过交流,我们发现,工作中需要应用到的英语“只要能够准确表达所要表达的意思”就可以了,对于语法和词汇的要求并不一定要做到100%的准确。但是,受调查的应届毕业生反映,对英语国家的文化和习俗的了解是有必要的,这对工作中顺畅地与外国人交流是很有帮助的。并且,还应有一些交际的策略能力。从江西财经大学现代经济管理学院就业处我们了解到,面试要求用英语介绍自己的用人单位表示,英语面试主要是测试面试者能否用英语顺畅地进行交流及是否具备一定的应变能力,是否有信心用英语与外国人进行有效交流,而不太注重语言词汇选择的准确性、语法的正确性等要求。

二、结论与建议

通过以上分析,我们认为,目前大学生对自身的英语口语水平并不满意,并且希望提高英语口语水平。不同的学生所学英语口语的目的和所要达到的水平并不一致,这就要求我们在课堂教学中不能单纯以教材为唯一内容而进行教学。为了提高教学效果,我们应在以下几个方面做出努力:

(一)使教师和大学生明确大学生自身、教学单位和社会企业对大学生英语口语的具体需求。

特别要强调社会企业对大学生英语口语有效交际的需求,因为很多在校生并不能完全知晓或意识到社会对英语口语的需求,不知学习英语口语到底有什么用途,在迷茫别容易失去学习的兴趣和动力,因此,需要教师在课堂上对这一方面进行特别讲解和训练。

(二)改变以教材为唯一教学内容的教学模式,转向以需求为导向、以课堂活动多样化的形式激发

和鼓励大学生学习英语口语。这里的需求是指包括大学生对英语口语的需求、教学单位和社会企业对大学生英语口语的需求,即不仅要学习语言知识,还要学习英语国家文化和有效交际策略,使英语课堂教学做到真正“以学生为中心、教师为引导”。

(三)教学单位应明确对大学生英语口语的需求,并对大学生的学习发挥应有的积极作用。

随着大学英语教学改革的进行,英语教学的指导思想,教学手段以及教材选用都发生了很大变化。但是,英语学习者的学习动机,学习效果却不一定能够与时俱进。许多英语学习者还停留在单纯的背单词,记语法阶段。哑巴英语仍旧是困扰大多数学生的问题。对于高职高专的学生来说,这一点尤为突出。虽然采用了多媒体等新型教学手段,但由于学习者英语基础较差,积极性低,多媒体的应用也只能短时提起他们的兴趣,一旦转移到课本知识上来,学生便会觉得无从下手,无从开口。目前,高职高专院校的英语考察主要以英语AB级为主,因此学生的学习目的性很强,即通过考试即可。但AB级属于传统的英语考察内容,并不涉及到英语口语,因此学生在学习过程中往往忽略了口语练习――英语作为交流工具的核心所在。 英语教学中的课堂表演恰恰能够很好的弥补这一缺陷,不仅让学生体会到开口说的乐趣,更让他们在表演中掌握知识,操练技能。

课堂表演是指学生在课堂上运用各种非语言形式进行语言学习的一种有效载体,它具有很强的综合性,它集认知、情感、肢体等领域于一体,有利于教育目标的全面贯彻。社会学家海默斯(Dell Hymes)的“论交际能力”被认为是交际法的主要理论依据,他认为外语学习仅仅获得了语言能力(language competence)是远远不够的,还必须培养交际能力。而表演正是培养学生语言交际能力(communicative competence)的有效方法之一。

由于高职高专学生英语基础薄弱,因此想要达到舞台剧的效果难度很大,对于教师来说,课堂表演任务的下达应该循序渐进,由简入难。就笔者所教授的工商管理专业而言,第一次课堂表演的题目是英文面试。由于表演的最初形式就是模仿。因此安排任务之前,教师要做足充分的准备工作:为学生讲解面试中需要注意的细节;利用多媒体观摩完整的面试流程;重点解释面试用语,如:面试官如何提问,面试者如何描述自己的专业特长,职业目标等,并且要求学生背诵,能够达到脱口而出的效果;为学生提供一些面试所需道具,比如公文包,桌子上的名字卡片等。最后要求学生6人一组进行为期一周的准备,三人为面试官,三人为应聘者,自己安排招聘岗位,完成一个圆满的面试表演,与此同时笔者为每一组学生的表演录像,这一举动更加提高了学生参与的积极性,他们很期待在屏幕中看到自己的形象,听到自己的声音,因此在准备时也格外认真,有的同学在表演当天还穿了西装,演出十分逼真。在下次上课时,笔者与学生一起分享、回顾他们的演出,并且点评。虽然表演时间短暂,但学生准备工作充分,他们反复练习自己的口语流利度,提高发音准确度,尽可能的模仿视频中的面试场景,并且添加自己的创新和改变,大大提高了表演灵活度。由于班级学生的英语水平参差不齐,所以笔者在分组安排时注意高低组合,英语程度好的学生在整个表演中起主导作用,引导程度差些的学生完成表演。由学生灵活安排口语分配,口语好的同学可以自由发挥,差些的同学以老师提供的口语素材为基础,以参与表演,完成表演为目标。由于学生参与表演的预期值不同,也更加容易完成他们每个人的既定目标。英语教学中的课堂表演关键应该是让每个学生都敢于表达,享受说英语的快乐。

在表演结束后,笔者让每位同学写了自己的表演心得和感受。有一位平时上课总喜欢睡觉的男生,写了这样一段话:“虽然我只有简单的三句话,但我足足练习了一个礼拜, 每天晚上睡觉前都要跟自己说一遍,生怕录像的时候打磕巴,影响自己的形象和团队的表演,这三句话是我这么多年学习英语以来说的最流利的三句话,突然发现我的发音也不是那么难听了。”虽然这位同学的心得没有什么豪言壮语,但不难体会到他从这次表演中得到的一点小小的收获和信心,这也是英语课堂表演的意义所在。

由此可见,课堂活动为学生提供了更多练习与运用英语的机会与场合。使学生对自己有了新的认识, 增强了学习的积极性、强化了内在学习动机。而动机是学习的助推器。英语表演能够带给学生愉快的学习体验,使他们找到了学习英语的乐趣,看到了学习效果和学好英语的潜力,提升了自尊与自信。根据学生反馈的信息,发现英语表演这种活动对于激发学生学英语、用英语的兴趣,恢复基础较弱学生的自尊、自信,进一步改进学习方法都起到了积极的作用。同时,课堂表演活动可以帮助老师因材施教,使学习者逐渐从为了考试而学习转化为为了英语学习任务和结果感兴趣而学习。反过来,表演的准备过程和完成英语表演的过程也是一种学习策略强化学习动机的过程。学生为了圆满完成英语表演,分工合作,不但改进了学习方法,还增强了学习策略的使用,使学习者对英语学习的规律有了新的认识和理解。英语学习策略的使用进一步强化了学习动机。

综上所述,英语表演的运用能产生很好的效果。但是在运用时应注意下列几点?

(1)突出重点。不要单纯为表演而表演,为取乐而表演,而是为吸引学生的注意力,以便更好地服务于教学。应避免使用那种漫无目标的表演。每次表演任务下达前,都应该告诉学生此次表演的重点在哪里,要练习什么句型,学生应在此基础上自由发挥,以便达到学以致用的效果。

(2)紧凑适量。在课堂教学中,英语表演环节时间应当适宜,时间过短不能达到表演效果,会演变成对话,过长大脑兴奋会转化为大脑抑制状态。每学期安排两到三次全班性质的综合表演即可。

(3)及时评价。学生在每一次表演中都投入了大量的精力和时间,他们也期待自己的付出能够有所回报,得到认可。如果每次表演都虎头蛇尾,势必会影响学生下次表演的积极性。因此要求教师在收集表演视频后,认真观摩、点评。如果有条件,可以邀请同及任课教师一起观看,提出意见和建议。

英语学习,作为第二语言的习得,通常无法在该语言的原始环境中进行,只能在模拟的课堂中完成的,很难使学生获得第一手的感受。而英语课堂表演实践,是一个既丰富多彩又行之有效的课堂教学方法。

不仅让学生有身临其境的真切感受,还把英语学习融入他们的情感和冷热感知中,成为真实生活的一部分。只要坚持下去,势必会提高学生的综合素质和自主学习能力。
